SF Police Point Fingers Amid High Murder Rate
(CBS 5) SAN FRANCISCO A San Francisco Police Department
official says police are not accountable for stopping
all of the city's homicides.
Deputy Police Chief Morris Tabak told police
commissioners Wednesday night that officers could not
have prevented most of San Francisco's decade-high 96
homicides last year.
"Holding the police department accountable for every
homicide would be like holding the Fire Department
accountable for every fire," Tabak said.
In his presentation titled "No Consequence Equals No
Deterrence," Tabak focused on the importance of strong
prosecution as well as family and community help in
tracking down homicide suspects.
He also said that the homicide rate doesn't tell the
whole story.
"Jealousy, lovers' triangles, greed, bar fights, murder
suicides, mother-of-three throwing babies off pier, are
some examples of homicides in San Francisco in 2005 and
would have occurred in any like city."
And Tabak blamed the community for not doing its part to
help solve many of the murders.
"In approximately 80 percent of our homicides, we've
identified the perpetrator, but due to witnesses not
coming forward, the cases remain open until other means
of identifying the suspect are developed," Tabak said.
"What we need from the community is support and
commitment not criticism and excuses."
But Tabak had plenty of criticism for how drug cases are
handled in San Francisco.
"In the zeal to get people into treatment, we've created
a system that caters to drug dealers."
He quoted one suspected drug dealer, "I'll only sell to
you in San Francisco, because if I get arrested, I know
I'm going to walk."
In the end, commissioners pointed the finger back at the
police department.
"There's a genuine concern that there's a culture in
this police department that -- true or not -- is
perceived by people to prevent members of the community
from coming forward and assisting police with these
homicides," said commissioner David Campos.
Tabak responded, "We bend over backwards to facilitate
the process of witnesses coming forward. We will
relocate. We will create anonymity."
The deputy chief said about a third of the homicides
were "black-on-black" gang murders, and those crimes
dropped 31 percent.
He also said the overall crime rate is down. There are
fewer aggravated assaults, robberies, arsons, burglaries
and car thefts.
