Sergeant Charlie Spruill says Inspector Wilfredo Gonzalez was arrested early yesterday at his Vacaville home.
Gonzalez was released later in the day after posting $25,000.
Spruill says police learned about the two year-old assault after a woman who says she met Gonzalez online accused him of drugging and raping her last weekend.
Gonzalez denied the charges, Spruill said. Gonzalez has not been charged in connection with last weekend's incident.
